Getting Started

1. Description of Service

InfraSignal is a civic infrastructure reporting platform that enables residents of the United States to report problems such as potholes, broken streetlights, drainage issues, and other infrastructure concerns to the responsible local government authority. Reports are delivered to cities, counties, boroughs, and state agencies across all 50 states and the District of Columbia.

The Service allows you to:

  • Submit geo-located reports of infrastructure problems with descriptions and photos
  • Track the status of your reports
  • View reports submitted by other users in your area
  • Subscribe to alerts about problems in a specific geographic area
2. Eligibility

You must be at least 13 years of age to use the Service. By using the Service, you represent that you are at least 13 years old and have the legal capacity to enter into these Terms. If you are under 18, you represent that your parent or legal guardian has reviewed and agrees to these Terms on your behalf.

3. Account Registration

You may submit reports without creating an account by providing your name and email address with each submission. Optionally, you may create an account to manage your reports and preferences. If you create an account, you are responsible for:

  • Providing accurate, current, and complete information
  • Maintaining the security and confidentiality of your login credentials
  • All activity occurring under your account
  • Notifying us promptly of any unauthorized use of your account

Usage Rules

4. Acceptable Use

You agree to use the Service only for its intended purpose—reporting legitimate infrastructure problems to local government authorities. You agree that you will not:

  • Submit false, misleading, or fraudulent reports
  • Upload photos or content that is obscene, pornographic, sexually explicit, violent, threatening, hateful, defamatory, or otherwise objectionable
  • Upload images depicting nudity, weapons, drugs, alcohol, self-harm, or graphic violence
  • Use the Service to harass, stalk, or intimidate any individual, including government employees
  • Submit reports containing personal information about third parties without their consent
  • Submit spam, duplicate, or bulk reports for purposes unrelated to infrastructure issues
  • Attempt to gain unauthorized access to the Service, other accounts, servers, or databases
  • Use automated scripts, bots, or scraping tools without our prior written consent
  • Interfere with or disrupt the operation of the Service
  • Reverse engineer, decompile, or disassemble the Service, except as permitted by the applicable open-source license
  • Use the Service to violate any applicable local, state, or federal law
5. Content Moderation

All photos uploaded to InfraSignal are subject to automated content moderation. Our moderation system analyzes images for prohibited content, including but not limited to nudity, weapons, violence, drugs, and other inappropriate material. Photos that violate our content guidelines may be automatically rejected.

We also reserve the right to review, edit, or remove any report content (including text and photos) at our sole discretion if it violates these Terms, is inappropriate, or is unrelated to legitimate infrastructure reporting.

Content & Intellectual Property

6. User-Generated Content

6.1 Your Content
You retain ownership of the text descriptions and photos you submit (“User Content”). By submitting User Content, you grant InfraSignal a non-exclusive, royalty-free, worldwide, perpetual, irrevocable, transferable, and sub-licensable license to use, host, store, display, reproduce, modify, create derivative works from, distribute, and transmit your User Content for any purpose, including but not limited to operating and improving the Service, sharing reports with local government authorities, displaying them publicly on the platform, conducting research and analytics, training models and algorithms, developing new products and features, and for promotional and commercial purposes.

You understand that User Content may be used in an aggregated or de-identified form that does not personally identify you.

6.2 Representations
By submitting User Content, you represent and warrant that:

  • You own or have the necessary rights to submit the content
  • The content does not infringe any third-party intellectual property, privacy, publicity, or other rights
  • The content is truthful and not misleading
  • The content complies with all applicable laws and these Terms

6.3 No Obligation
We are under no obligation to publish, forward, or retain any User Content. We may remove or decline to publish content that violates these Terms.

7. Intellectual Property

The InfraSignal name, logo, and brand elements are proprietary to InfraSignal and may not be used without our prior written consent. Certain components of the Service are licensed under the GNU Affero General Public License (AGPL v3).

8. Third-Party Services and Links

The Service uses third-party services for mapping, geographic boundary lookups, image moderation, and email delivery. Your use of these third-party services is subject to their respective terms and privacy policies. We are not responsible for the practices of third-party providers.

The Service may contain links to third-party websites. We do not endorse or assume responsibility for the content or practices of linked websites.

9. Disclaimers

THE SERVICE IS PROVIDED “AS IS” AND “AS AVAILABLE” WITHOUT WARRANTIES OF ANY KIND, EITHER EXPRESS OR IMPLIED, INCLUDING BUT NOT LIMITED TO WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, NON-INFRINGEMENT, OR AVAILABILITY.

Without limiting the foregoing, we make no warranties or representations that:

  • The Service will be uninterrupted, timely, secure, or error-free
  • Reports submitted through the Service will be received, acknowledged, or acted upon by any local government authority
  • Any infrastructure problem reported through the Service will be resolved
  • The information, content, or categories available on the Service will be accurate or complete

InfraSignal is a communication platform. We are not a government agency and do not perform infrastructure repairs. Submission of a report through InfraSignal does not constitute an official government filing. For emergencies, always call 911 or your local emergency services.

10. Limitation of Liability

TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, IN NO EVENT SHALL INFRASIGNAL OR ITS DIRECTORS, OFFICERS, EMPLOYEES, AGENTS, OR AFFILIATES BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR ANY LOSS OF PROFITS, DATA, USE, GOODWILL, OR OTHER INTANGIBLE LOSSES, ARISING OUT OF OR IN CONNECTION WITH:

  • Your use of or inability to use the Service
  • Any failure of a local government authority to respond to or resolve a reported problem
  • Unauthorized access to or alteration of your data
  • Any third-party conduct on the Service
  • Any other matter relating to the Service

OUR TOTAL AGGREGATE LIABILITY FOR ALL CLAIMS RELATED TO THE SERVICE SHALL NOT EXCEED ONE HUNDRED DOLLARS ($100.00).

11. Indemnification

You agree to indemnify and hold harmless InfraSignal and its officers, directors, employees, agents, and affiliates from and against any claims, liabilities, damages, losses, costs, and expenses (including reasonable attorneys’ fees) arising from or related to your use of the Service, your User Content, or your violation of these Terms.

12. Account Suspension and Termination

We may suspend or terminate your access to the Service at any time, with or without notice, if we reasonably believe you have violated these Terms or engaged in conduct that is harmful to the Service, other users, or third parties. Upon termination, your right to use the Service ceases immediately. Sections 6, 9, 10, 11, and 14 survive termination.

13. Digital Millennium Copyright Act (DMCA)

If you believe that content on the Service infringes your copyright, please send a notice to our designated agent at [email protected] with the following information:

  1. Identification of the copyrighted work you claim has been infringed
  2. Identification of the material on the Service that you claim is infringing, with sufficient detail for us to locate it
  3. Your contact information (name, address, telephone, email)
  4. A statement that you have a good faith belief the use is not authorized by the copyright owner, its agent, or the law
  5. A statement, under penalty of perjury, that the information in the notice is accurate and you are authorized to act on behalf of the copyright owner
  6. Your physical or electronic signature
14. Governing Law and Dispute Resolution

These Terms are governed by and construed in accordance with the laws of the United States and the State of Delaware, without regard to conflict of law principles. Any legal action or proceeding arising from these Terms shall be brought exclusively in the state or federal courts located in the State of Delaware, and you consent to the personal jurisdiction of such courts.

General Provisions

15. Modifications to Terms

We reserve the right to modify these Terms at any time. If we make material changes, we will update the “Last Revised” date at the top of this page. Your continued use of the Service after changes are posted constitutes your acceptance of the updated Terms.

16. Severability

If any provision of these Terms is held to be invalid, illegal, or unenforceable, the remaining provisions shall continue in full force and effect.

17. Entire Agreement

These Terms, together with the Privacy Policy, constitute the entire agreement between you and InfraSignal regarding your use of the Service and supersede all prior agreements and understandings.
